The particular arrangement of pieces in that area (i.e., you) can appear in some universes, but other universes do not contain that particular arrangement anywhere. So your arrangement (which includes the contents of your mind/memories, remember?) implies that the universe around you will take certain forms and not others, and perhaps by changing your mind/memories forcefully enough you could change the universe you are in.
